ACTUAL BEHAVIOR

When attempting to create new Personal Payment Method (PPM) field Run Type is grayed out, not able to select value.
EXPECTED BEHAVIOR
-----------------------
Create new PPM and select Run Type value from the list
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Manage Personal Payment Methods for person
2. Click Create
3. Observe field Run Type is grayed out so not able to select value
