User With Read Only Access is Unable to View Some EFF Attribute Groups on Item (Doc ID 2740410.1)

User with read only role having access to EFF attribute groups granted EFF view only to database resources are unable to view
some of the EFF attributes groups in a page.On adding EFF attribute group edit privilege, those attributes appear.
 

EXPECTED BEHAVIOR

Users can view all the attributes groups assigned to the page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create database resources for edit and view in database attributes
2. Create attribute group and provide view and edit privileges
3. Add the privilege in Item Class Security - view only for view only role and edit as well as view for super users.
4. Create an item and see the attribute group is missing when clicking on the page link.
