Goal

1. RMA Inspection Required Item Attribute vs. Receiving Parameter Receipt Routing for RMA

In the "Manage Receiving Parameters" User Interface, there is an RMA section, and one of the options is Receipt Routing.
According to Oracle Documentation:

It is not clear how the application should behave.
Which setting has priority between Item: RMA Inspection Required or  Org: Receipt Routing ?
