Duplicate Emails Recieved when Registering New B2B Shopper (Doc ID 2741805.1)

When an admin creates a new b2b shopper profile and assigns it to an account the shopper receives a password reset email with the subject line "{0} Password Reset" as well as the correct account assigned email with a 'good' subject line.

Reproduction Steps:

  1. Login to occs-admin
  2. Go to Accounts Section
  3. Select Contacts List
  4. Create New Contact
  5. Select Account Memberships
  6. Click on Add Existing Account
  7. Select account to be assigned and give the appropriate rights

Shopper recieves 2 emails, forgot_password_v1 with the 'bad' subject line and organization_assigned_v1 with correct data.
