Duplicate Emails Recieved when Registering New B2B Shopper

Symptoms
When an admin creates a new b2b shopper profile and assigns it to an account the shopper receives a password reset email with the subject line "{0} Password Reset" as well as the correct account assigned email with a 'good' subject line.
Reproduction Steps:
- Login to occs-admin
- Go to Accounts Section
- Select Contacts List
- Create New Contact
- Select Account Memberships
- Click on Add Existing Account
- Select account to be assigned and give the appropriate rights
Shopper recieves 2 emails, forgot_password_v1 with the 'bad' subject line and organization_assigned_v1 with correct data.
