Why XItemCre Message Fail In RIB-RMS With Error "Record already exists in...SVC_ITEM_EXPENSES" (Doc ID 2742220.1)

Goal

Many XItemCre messages failed in RIB-RMS Hospital tables with following error:

Error: [E] Record already exists in the staging table for this item, supplier, discharge_port, origin_country_id, comp_id, lading_port, zone_id. Please delete the record to continue. SVC_ITEM_EXPENSES.

Steps to Reproduce:
1. Publish XItemCre message rom external application to RIB to subscribe in RMS.
2. Notice that message has failed in RIB Hospital table with error listed above.
