PRC:POR: Approved PO Document Returns The Seeded Report Template But Draft PO Returns Custom Template

Symptoms
When clicking on View PDF in the draft or incomplete status then the custom report is showing which is as expected but when the PO is in Open status then the seeded PO PDF is showing.
Custom PO PDF should be available in all the statuses.
STEPS To Reproduce:
The issue can be reproduced at will with the following steps:
Procurement --> Purchase Order
Create a PO
Click on the View PDF button in incomplete status, the PO PDF is correct (custom layout)
Approve the PO and now click on the View PDF button, the seeded report is showing.
Due to this issue, users cannot view the correct custom PO PDF report in approved PO
