Employee with multiple assignments for HR Helpdesk SR populates inactive Assignment on Summary Data

ACTUAL BEHAVIOR
---------------
Service Requests in HR Helpdesk is selecting the inactive Assignment location For Summary Data
The customer has a user that has multiple assignments (1 active location, 1 inactive location) due to a Legal Employer change.
When a new service request is created with this employee as the contact, the summary data on the service request is using the inactive assignment data.
EXPECTED BEHAVIOR

The SR should be created with the active assignment record.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new SR
2. Select Search in Subject Employee (Primary Contact)
3. Then search for the employee and select the record.
4. Observe the Summary data Location is populated with inactive assignment data
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the SR created for the employee is associated to an inactive record
