Symptoms

Problem
--------
Incorrect display of column  CREATED_BY  in table GL_BUDGET

User is converting GL Budget data using user name 'XXXX' .
After the conversion, column CREATED_BY in table : GL_BUDGET_BALANCES does not show the user name as 'XXXX' but a key value.

Steps
------
The issue can be reproduced at will with the following steps:
1.User is converting GL Budget data using user name 'XXXX'.
2.Post conversion GL_BUDGET,column CREATED_BY display a key value instead of user name
