Goal

While trying to create new code combination by 'Manage Account Combinations' task, the following error message is received:

Error:
FND-FND_VS_VALUES_NOT_RELATED (FND--1)
FND-FND_VS_VALUES_NOT_RELATED
Cause The message, FND-FND_VS_VALUES_NOT_RELATED, can not be accessed.
Action Report this problem to an administrator.

What is the root cause and possible solution for this error?
