ACTUAL BEHAVIOR
---------------
When a user, both public and agency, select a Contractor during the application process, the selection cannot be cleared.

EXPECTED BEHAVIOR
-----------------------
When a user, both public and agency, select a Contractor during the application process, the selection should be cleared.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. login as a any user,

2. In the Contractor CCA retrieve a contractor using the Get Details


3. Select the Clear button to remove the entry and search for another one,

4. Nothing happens.
