Symptoms

ACTUAL BEHAVIOR

Incorrect rate being pulled when Shipment Reference Qualifier is used as a condition in Rate Inquiry.


EXPECTED BEHAVIOR
-----------------------

If user selects Shipment Reference Qualifier as NON_HAZARDOUS_GOODS,
Rates should be coming from Rate record that is defined for NON_HAZARDOUS_GOODS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create 2 locations
2. Create a Rate Offering and Rate Record (Condition Shipment Reference Qualifier = NON_HAZARDOUS_GOODS )
3. Created another Rate Offering and Rate Record (Condition Shipment Reference Qualifier = HAZARDOUS_GOODS )
4. Create an Itinerary then navigated Ask Oracle > Rates
5. Populate data > Select Rates from locations defined above and Shipment Reference Qualifier > NON_HAZARDOUS_GOODS > OTM bring up HAZARDOUS_GOODS rates
