Transactions Created Via Intercompany Process Are Being Generated With Status Incomplete

Symptoms
Transactions created via Intercompany process are being generated with status Incomplete. The reason why the invoices are created as incomplete is the null values for TAX_INVOICE_NUMBER TAX_INVOICE_DATE in RA_INTERFACE_LINES_ALL.
Invoices should be created as complete
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Creating Intercompany Batch in Intercompany > Transactions
2. Create and Submit Batch
3. Run Transfer to Receivables
4. Process Status . Autoinvouce shows invoice is created
5. Check invoice from Manage Transactions (e.g Transaction Number 19000) and the invoice in incomplete
