If a customer has Order Approval enabled and creating un-referenced RMA's, the orders are getting stuck in approval pending status.


1. Enable Order Approval
2. Create an Order
3. Add un-referenced RMA line
4. Save and Submit the Order
5. Order Line show "Not Started" status
6. Order is in Approval Pending and Locked
