ACTUAL BEHAVIOR
---------------
When updating an existing Assignment Grade Step via HDL to change the Grade Step Name from one value to another, the file load completes successfully and without errors, but the Grade Step Name doesn't change on the front end or UI
EXPECTED BEHAVIOR
-----------------------
The Assignment Grade Step Name should change after loading the Worker.dat HDL file with the new value
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Worker HDL file successfully with intent to update the Assignment Grade Step Name from current to a new value
2. Observe that the Assignment Grade Step Name value doesn't change
