On : 11.13.20.10.0 version, Data Load

When attempting to update an existing Job Requisition Template using Surrogate Keys via HDL/HSDL, the following error occurs.

ERROR

An error occurred. To review details of the error run the HCM Data Loader Error Analysis Report diagnostic test. Message details: You cant create the job requisition template in state StateId cannot be NULL. (IRC-1590201).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run BIP Reports to extract data for existing Job Requisition Template records
2. Ensure that user has the required Recruiter, Recruiting Manager and Recruiting Administrator Job Roles to update Job Requisition Templates
3. Run the HCM WS Jobs Data Common Diagnostic Test - Report & HCM WS Jobs Data Common Diagnostic Test - Correct reports, no issues with existing Jobs
4. Load the attached JobRequisitionTemplate.dat HDL file to update existing records
5. Encounter error message above
