Active Users of OSN Are Not Returned by OSN Search (Doc ID 2744407.1)

Symptoms

The users are available in security console and active. They are able to login to Oracle Social Network (OSN) with out any issue.

They are not returned via search in order to be added to OSN conversations.

The same users are also not returned by search when searched for via OSN admin page.
