ACTUAL BEHAVIOR
---------------
When approving NIR, NIR does not move past the approval stage in workflow.

EXPECTED BEHAVIOR
-----------------------
NIR should move onto scheduled stage once approved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create NIR and progress to approval stage
2. Approver approves
3. Witness that the NIR is not progressed past the approval stage, even though it was approved
