Symptoms
Gen2 EXACC, Customer newly created a VM cluster. . no DB created.
when i log in, i found /u02/app/oracle/product/19.0.0.0/dbhome_2 was already created
[oracle@host 19.0.0.0]$ pwd
/u02/app/oracle/product/19.0.0.0
[oracle@host 19.0.0.0]$ ls
dbhome_2 dbhome_3
