ACTUAL BEHAVIOR

When HR specialist move the performance task to First Approval, the approval notification is assigned to HR specialist's manager instead of requester current line manager. This behavior triggers only to users where their line manager doesn't have a line manager assigned
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. HR specialist navigates to My client groups > Performance > Move the Performance document to First approval task.
2. Notification is assigned to Manager of HR (Requester's manager)
