Settlement Account Id Validation Is Not Working In Account Maintenance Screen (Doc ID 2744977.1)

Symptoms

On ORMB v2.9.0.0 against FW v4.4, Settlement account id validation is not initiated in Account Maintenance Screen.

ACTUAL BEHAVIOR
----------------------------
The Settlement account id validation is not working in Account Maintenance Screen for AU, New Zealand and Fiji.
For AU it is not validating that account id as per algo-C2-APAYACCT and currently accepting more than 12 digit.
For New Zealand it is accepting less than 18 digit.

EXPECTED BEHAVIOR
---------------------------------
Account Maintenance should alert/error when validation set via algo is not working.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Account Maintenance UI, Add Identified as Settlement Account ID
2. Enter more than 12 number for AU (or less than 18 for NZ)
3. Hit Save
4. it saves the records.and search also brings the results in UI.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users may add incorrect IDs.
