Performance management - Through Local And Global Transfer Performance Document Is Not Getting Transfer To New manager

Symptoms
In RUI - Local and Global transfer page - under "Performance goal and Document" section there is an option called:
"Transfer current performance documents for which I am the manager to the new line manager"
The expected behavior is that HR users should be able to automatically transfer employee's Performance Goal and Document to new manager as part of Global Transfer process.
But it seems that it is not working i.e document and goal is not getting transferred to new manager when HR user performs the global transfer process.
