Filter By Territory Is Not Working As Expected (Doc ID 2745148.1)

Symptoms

The setup is that products are visible based on the territory.
When searching for products in opportunity using the Filter By Territory checkbox, all the products are visible.
If the setting under Product Group Usage is changed to Enforce Territory, then the user is not able to see the list of available products.
