Symptoms

Problem Description:

A Candidate Selection Process (CSP) was created with 9 states in the Offer phase and 7 states in the HR phase.

When attempting to move a candidate to the first state in the Offer phase, the only available options are Rejected by Employer and Withdrawn by Candidate.
