Visual Application Project Template Not Available For Selection (Doc ID 2745782.1)

Goal

On Visual Builder Studio 21.01.1 and Toronto Data Center it is noticed that the Visual Application project template is not available for selection. 
According to Create a Project for Visual Applications at step 7, the Visual Application project template has to be selected. However, there is no option to select it as per the screenshot below.
