Symptoms

When attempting to perform a dry run of the Migrate User Groups to IDCS task, this fails with the following error within the log:

The issue can be reproduced at will with the following steps:
1) Log in and run the "Migrate User Groups to IDCS" task under system admin tasks.
2) Task runs and fails and the error can be found in the log.

"Sync Users from IDCS" OAT Task fails with the same error.
