Unable to Create Shipment Group When Using VPD With 'Read' Access for ship_group Table (Doc ID 2746181.1)

Symptoms

When using the VPD Profile to limit the access for Users to their resources, based on Attribute13 or user_association, when using the predicate with read access, the following error appears:

2. Change the role to the one having the above VPD Profile
3. Navigate to Shipment Management, Buy Shipment
4. Search for a Shipment
5. Select it and go to Actions, Shipment Management, Manage Groups and Charges, Create Shipment Group
6. Select TypeID - Exporter, Source LocationID and Destination LocationID and Finished.

The above error appears.
