Randomly Regularly Scheduled OTBI Agent For Bursting Report Is Not Sending Emails To All Users

Symptoms
Intermittent issue: OTBI reports that are scheduled to go out on a regular basis.
Sometimes Users report that they never got the report and the log does not show "no content for user" for them.
In the log file of the report the number of skipped deliveries might say 2 of 5 but the agent has more than 5 recipients in the list.
The job completes with "Completed with Warnings".
The log shows several cases of "connection lost contact" and "Query Failed".
Changes
Rerunning the agent and all of the emails are successfully sent.
This agent has been working for at least the past year without any issues.
The only recent change has been the 20D upgrade.
