When Creating Purchase Order not able to select Procurement BU

Expect to see Procurement BU when Creating Purchase Order
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to Fusion Applications
2. Navigate > Procurement > Purchase Order
3. Use Task Create Order
4. Cannot choose Procurement BU
