Who can view Contract Signature History? (Doc ID 2746791.1)

For Contracts, the only user who is able to successfully view the signature history (contract > history tab > signature > history) is the user who initiated the signature process with DocuSign (Actions > Manage Signatures).

The Contract Owner, as well as Admin users, are receiving "Access Denied" when trying to view signature history. So the question is who all can view Contract Signature History?

Note: Users trying to access the contract signature history does have a valid DocuSign account, which is the same as his/her email for Oracle.
