Primavera Cloud Administration Does Not Show the "Unassign All" Button Until Adding or Removing Application Access (Doc ID 2746907.1)

Symptoms

In the Primavera Cloud Administration, when you select a user account and go to "Manage Application Access", the "Unassign All" button doesn't appear until you either: 

1.  Add a new application

2.  Remove an existing application.

Steps to reproduce:
1.  Login to Primavera Cloud Administration.
2.  Select the 'gear' icon next to a user that already has some application access assigned then choose to 'Manage Application Access'.
3.  Note that the 'Unassign All' option is not available unless you remove or add application access.
