ACTUAL BEHAVIOR

Unable to Split a Requisition line when Requisition/Requisition Line Funds Status = Reserved.


EXPECTED BEHAVIOR
-----------------------
Be able to Split a Requisition line when Requisition/Requisition Line Funds Status = Reserved. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up Budgetary Control/ Control Budget / Supplemental rule with Control Level = None
2. Enter a Requisition/Submit it for approval/Approve it
3. Review Funds Status = Reserved
4. Drill down to Funds Status
Budgetary Control validation is successful and there are no budgets requiring funds reservation.
