How to Trigger 'Gift with Purchase' Promotion Multiple Times (Doc ID 2747048.1)

Goal

Configured a promotion where item Y is free with purchase of item X.  Add qty 1 of item X to cart and item Y is automatically added to cart for $0 which is an expected behavior.  Increase the qty of item X to 2, item Y qty stays at 1 and does not increase to 2.  Is this expected behavior?
