Work Order View Pre-pack Child Item Details Doesn't Pull For Work Order Kit Items

Goal
Item Pre Pack not pulling on Work Order.
Ran a Work Order Wave for work order. After inventory allocation occurred and the facility tried to complete the work order, they received the error message "min() arg is an empty sequence". In this case, the one item that did not allocate on work order - W01, parent item(P123) does have a valid pre-pack listed in the system. In the work order component details for item P123 ( Work Order Kit -> Work Order Component), nothing is listed. But, in the Items screen for the same part, the Item Pre-Pack is listed. What caused the pre-pack data for child item C123 to not pull over into Work Order W01?
