You are trying to import a WSDL in JDeveloper.

The WSDL is: https://<otm-instance>.otm.<data-center>.oraclecloud.com/GC3Services/TransmissionServce/call?WSDL

When you open this WSDL in a browser there are no errors, but in JDeveloper you receive this error:
