Goal

On : 11.13.20.10.0 version, Communications (email, text, alerts)

When staff add additional fees, it is expected that an email will automatically be sent to the applicant to notify them of the need to pay. However, for additional fees that are calculated and added with a status of Due, the email is no longer firing.
