Is it possible for users who are not buyers to interact with messages in Sourcing in the quote process?

If possible, need the step-by-step to perform tests and together with the users to validate if the solution meets the business requirement.

In a negotiation in Procurement can send messages to vendors , but can add others users to help in this negotiation.

When adding user without access of buyer, can´t see the message in e-mail and can´t send a message back.

How can this user see and response all messages of this negotiation without the buyer access?

I need the Dutys list to create a Role for non-buyer users, so that they can interact in negotiations but who do not have access to creating purchase orders or requisitions.
