Symptoms

On : 11.13.20.10.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
Attachments added by Initiator on DOR flow, are not visible in Notifications for Approvers.
If the Approver is adding any attachment, it is visible .

EXPECTED BEHAVIOR
-----------------------
Attachments to be available in Notifications.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create DOR, add attachment
2. Assignee is opening the notifications , no attachment is visible
