Symptoms
On : 11.13.20.10.0 version, Cost Management
Running Period end validation shows an exception for a PO Return. However
this PO is fully costed.User allow negatives, the cost profile is set as
always.

The issue can be reproduced at will with the following steps:
1. Cost accounting
2. manage cost accounting periods
3. run the period validations
