Symptoms

On : 11.13.20.10.0 version, Data Load

When attempting to load Geography Hierarchy HDL file for a single Geography Hierarchy and Geography Hierarchy Node via HDL, able to do so successfully without referencing the Province/State and City values. When attempting to reference the Province/State value in Level1 and City value in Level2, the load encounters the following error below.

ERROR

The values {City},{Province/State},{Country} aren't valid for the attribute GeographyId.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Able to load Geography Hierarchy and Geography Hierarchy Node without Province/State and City Information successfully
2. Attempt to load same record with Province/State value in Level1 and City value in Level2
3. Encounter error message above
