We have created conditions where the text says that the permit will not be issued until fees or other permits have been paid. When the condition is applied and the Prevent Issue or Final Business Rule is selected, the expectation is that the permit will not be allowed to be issued (i.e. an error message will appear to the user displaying the text of the condition and what is required for resolution) until the condition has been resolved. However, in testing it, the expected error message does not appear and the permit is issued. The problem exists for all staff users (a public user cannot apply a condition), and it is specific to the Prevent Issue business rule. The Prevent Final rule works as expected.
