Goal

If users have PaaS accounts with no Roles assigned they are able to directly access a Visual Builder application from its URL.

As an example, after creating a test user in IDCS without assigning any Roles to any instance, if the user is given a specific Visual Builder application URL to navigate to, upon logging in with IDCS credentials, access to the page will be granted, even if the Visual Builder application has been configured for non-anonymous access either at application and business objects level.
