Symptoms

ACTUAL BEHAVIOR
The Bid Portal is not attaching addendums.

EXPECTED BEHAVIOR
The Bid Portal should allow attaching addendums.

STEPS

  In the project, it shows that a broadcasted addendum was sent.

  1.   In the project, it shows that a broadcasted addendum was sent.
  2.   However, the Bidder's email only shows the Invitation to participate,  but does not show the "addendum sent"
  3.   When vendor goes to Bid Portal they can see that there is an addendum but cannot view it. 
  4.   Upon opening the attachment, no attachment appears.
