IHT Activity Code 23 Not Triggering Lock Code Value In REF_VALUE_2 Field (Doc ID 2750086.1)

Symptoms

 When performing a short in RF the lock code is not shown in inventory history UI. The field missing the value is REF_VALUE_2.

Examples of shorting inventory from RF:
* Distribute {oblpn}
* Mod Cancel {oblpn}
* Pack {oblpn}
* Pack NC Active {order}
* Pick {iblpn}
* Pick Cart
* RF Move LPN
