Symptoms

When import transfer order shipment by using perform shipping transactions FBDI template 'PerformShippingTransactionImportTemplate', it stuck with error. But the transfer shipment through UI is working as expected.

ERROR
-----------------------
The shipment line 1 is not eligible for ship confirmation.

STEPS
-----------------------
1. Create transfer order.
2. Create and release pick wave.
3 The status of the shipment line changed to staged.
4. import transfer order shipment by using perform shipping transactions FBDI template 'PerformShippingTransactionImportTemplate.
