Fusion Goal Management: Submit button is missing on Goals page, Employee sees Discard Changes button only (Doc ID 2750490.1)

ACTUAL BEHAVIOR
---------------
The employee is not able to submit the goal plan . Submit button is missing.

EXPECTED BEHAVIOR
-----------------------
Submit button should be available to submit goal plan for approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. As employee, Navigate to Goals page
2. Add a new Goal and enter Goal details and save
3. Message says "You are almost there. Ready to submit your changes ?"
4. There is no submit button. Only Discard changes button is available.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot submit their goal plan for approval
