Incorrect start date on Profile Education BIP Notification (Doc ID 2750543.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When Employee updating the Start Date at Education section in Skills and Qualification, the BIP Notification is showing a wrong Start Date. Instead of displaying the Start date entered by the user, system provide the last updated date.

EXPECTED BEHAVIOR
-----------------------
Should be delivered the Start Date set on the profile section

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigation : Me > Career and Performance > Skills and Qualifications > Education
2. Update School Name, Start Date with 1 Jan 2021
3. Submit transaction
4. Approval Notification showing : Creation date (date the record is created) instead of 1 Jan 2021.
