"Split Order Release" Action Permits Full Split if Order is Planned onto Shipment (Doc ID 2750807.1)

OTM allows the a user to split off the entire order release ship unit count using the 'Split Order Release' action for a planned order release.  This issue does not occur for unplanned order releases. 


OTM should not allow a user to be able to split off the entire ship unit count.  When an Order Release is not planned, if you attempt to run the action "Split Order Release" and enter the entire Ship Unit Count in the "Split Off Amount" field, you get the following error message (which is the expected/desired behavior):


If the order is then planned onto a shipment and you attempt the same action with the full "Split Off Amount", the action is then successful, when it should not be.


The issue can be reproduced with the following steps:

1. Navigate to Order Management -> Order Release -> Order Release
2. Search for the respective order (this order is NOT planned onto any shipment)
3. Select the respective order and click Actions -> Order Management -> Change Order -> Split Order Release
4. Enter the total order ship unit count for "Split Off Amount" and click "Ok"

You will be prompted with the message: "You can not split all ship unit(s)

5. Plan the order onto a shipment (i.e. Actions -> Operational Planning -> Create Buy Shipment -> Bulk Plan - Buy)
6. When shipment is planned, run Order action: Order Management -> Change Order -> Split Order Release
7. Enter the total order ship unit count for "Split Off Amount" and click "Ok"
