Cannot assign permissions in BI Publisher

Customer is developing report using BI Publisher as part of the WACS Cloud Service.

The problem is that when normal users access the report it fails in BI Publisher with the message "Unauthorized Access: please contact the administrator".


When customer add users to the cloud admin group they can view the report. Customer believes that as an admin user, the user will have access to the BIContentAuthor group. Whereas as a normal user they will only have access to the "BI Consumer" group.

How do we provide access to the report so they can be access by "BI Consumer"? Whenever user clicks on a component the Permission link is always greyed out. Under cloud assign roles no-one has access to the "BI Administrator" application role and customer does not want to assign all user to Cloud Admin Role.
