Symptoms

 Attempts to change text in site Header, Footer, Custom Blocks, and Advanced CSS using the SiteBuilder tool in Taleo Social Sourcing(TSS) results in the following error:

"Bare ampersand found.  Bare ampersand found.  Unknown general entity "D" "

 Admin attempts to alter text used in site or upload CSS featuring text
