ROS Is Not Calculating For Item Planning Pre Season And In Season (Doc ID 2751828.1)

The value for ROS shows as 0 in both Item Planning and within In-Season Planning even though Sales U and Location Count are populated.
It is expected that ROS should not show a value of 0 in such a scenario.

The issue can be reproduced at will with the following steps:
1. Build an Item Planning workbook
2. Once built, open the workbook and navigate to the Sales and Margin sheet.
3. Notice the ROS values are 0
